The U.S. Labor Department reported that the unemployment rate in February held steady at 9.7%, and PNC Chief Economist Stu Hoffman says the rate at which the economy is losing jobs is now down to a trickle. According to Mr. Hoffman, "We're finally going to reach the turning point where we go from job losses to job gains."
